Officer Down (2005) Tired of criminals escaping justice, LAPD commissioner Donald Hallows has recruited a vigilante cell from accomplice captain Taggert's men. His own son, officer Philip Hallows, is devotedly in charge, but goes overboard in his zeal to administer justice almost regardless of law and order.
